Down in New Orleans

Firstly I want to preface this post by linking to a comic that amuses me as often as it confuses me. Not being American means I quite often miss political or pop-culture references that are aimed at Americans. But what i do get is very funny so I'm sure if you're American it's even better. Todays comic is political but even I get what he's saying.

Manny and I used to rewrite lyrics to songs all the time. Sometimes to pay out his family or just when we were bored. My older brother and I came up with the idea to change the lyrics of House of the Rising Sun to comment on Hurricane Katrina. It's not my best work but it's ok.
There was a flood in New Orleans
Caused by a Hurricane
And it's been the ruin of many a poor man
Despite two days warning.

The President was a failure
He sold out New Orleans
His father was a gamblin' man
It must be in the genes

Now the only thing this president needs
Is a suitcase and a gun
And the only time he's satisfied
Is when a war is on
